Registering for the exam in MIGRIS step by step

Verified: 2026-10-26

Registration for the Constitution exam for permanent residence and citizenship goes only through MIGRIS, the Migration Department system. NŠA does not register foreigners for this exam on its own website; it points to MIGRIS.

What you need first

  • A Lithuanian personal code (asmens kodas). Without it you cannot register: NŠA states that registration is only for people who were assigned a code in Lithuania.
  • A MIGRIS account on migracija.lt. If you have applied for a residence permit before, you already have one.
  • A bank card or online banking to pay the fee.

Steps

  1. Log in to MIGRIS and open the exam registration service (valstybinės kalbos ir Konstitucijos pagrindų egzaminai).
  2. Choose the Constitution exam, a date from the NŠA timetable and the base school of the municipality where you live. If your school has no places, pick the nearest other one; this is allowed.
  3. After booking press “Atlikti mokėjimą” and pay 21 €. This is the key step: people who have not paid are not put on the candidate list and the booking lapses.
  4. After payment MIGRIS shows the school’s address, phone and e-mail. Keep them: you will call that number for your result.
  5. On exam day arrive 30 minutes early with an identity document.

When registration closes

In the NŠA notices published by municipalities, registration is accepted no later than 15 calendar days before the exam date. MIGRIS itself does not publish the deadline openly, so treat 15 days as a guide and register earlier: in Vilnius and the larger cities places run out.

Reported: the 15-day deadline comes from municipal notices about the NŠA timetable, not from MIGRIS rules. If the system shows a different closing date, trust the system.

The language exam

The state language exam is booked the same way; the fee is 57 €. In its 2026 memo NŠA recommends passing the language exam first, then the Constitution; in the 2025 memo this was a requirement.
