Lithuanian Constitution mock exam: 20 questions, 45 minutes
A mock exam in the NŠA format: 20 questions in Lithuanian, 3 options, pass mark 14. 2026 exam dates, 21 € fee, registration via MIGRIS, exam-day tips.
- Who takes it: applicants for Lithuanian citizenship by naturalisation and for a permanent residence permit. Persons of Lithuanian descent and those restoring citizenship are exempt.
- Format: a written test in Lithuanian, 20 questions with 3 answer options (A/B/C), one correct. Pass mark: 14 or more correct answers. No open questions. No translation or dictionary allowed.
- Content: the exam programme was approved by order ISAK-208/1R-43 of 11 February 2004 (2009 edition). Questions cover all chapters of the Constitution: form of government, referendum, citizenship, state language and symbols, human rights, the Seimas, the President, the Government, the Constitutional Court, courts, self-government, budget, defence, amendment of the Constitution.
- The exam is taken electronically, on a computer at the exam centre (base school) of your municipality: the NŠA instruction has applied since 2022 and all 2026 sessions are electronic. Duration under the 2022–2023 instruction: 14:00–14:45. Arrive 30 minutes early.
- 2026 dates (Constitution, 14:00): 13 February, 30 April, 9 July, 24 September, 10 November, 8 December. NŠA publishes the 2027 schedule at the end of the year.
- News of 19 October 2026: NŠA reported a possible personal-data breach in the exam registration system (eksternams.nsa.smm.lt); the system was taken offline. Registration for the 10 November session (deadline 26 October) may be affected. Check the NŠA website.
- Registration only via MIGRIS (migracija.lt); a Lithuanian personal code is required. After booking you must click “Atlikti mokėjimą” and pay, otherwise you are not listed. If your school has no places, choose the nearest other one.
- Fee: €21 for the Constitution exam (€57 for the language exam). Each attempt is paid separately; the number of attempts is not limited.
- Results are given by the school (by phone) within 15 working days; the certificate is issued by NŠA and handed out by the school. A fail may be appealed within 5 working days.
- Order of exams: the 2026 NŠA guidelines only recommend passing the language exam (A2) first; in the 2025 guidelines it was a requirement.
- The 45-minute duration comes from the 2022–2023 NŠA instruction; it is not separately confirmed by the 2026 order.
- Reported experience: the test is manageable if you read the Constitution in Lithuanian alongside a translation. What trips people up is legal vocabulary (Seimo narys, kadencija, apkalta) and numbers: terms of office, vote thresholds, ages, who appoints whom.
